Advantageous Industries in the In-Depth Cooperation Zone

1. Scientific and technological research and high-end manufacturing industries

Great efforts are made in fostering integrated circuit, electronic component, new material, new energy, big data, artificial intelligence (AI), Internet of Things (IoT), and biomedicine industries. The Cooperation Zone seeks to expedite the development of microelectronic industry chain for specialized chip design, testing, and inspection; develop the AI-enabled collaborative innovation eco-system; initiate the pilot projects for the application of the Internet Protocol version 6 (IPv6) and the fifth generation mobile communication (5G); and build the next generation of Internet industry cluster.

 

2. Macao’s signature industries, such as traditional Chinese medicine

The Cooperation Zone aims to establish a world-leading traditional Chinese medicine (TCM) manufacturing center and innovation hub; optimize the development path of the Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macao; develop the TCM services and trade in the role of a national TCM exporter; establish a medical and pharmaceutical innovation, research and development, and commercialization platform with independent intellectual property and Chinese characteristics; and support the development of rough diamond processing and build a world-class rough diamond and precious stone trading center.

 

3. Culture, tourism, MICE, commerce and trade

The Cooperation Zone demonstrates a high degree of commitment to the transformation of Hengqin into an international leisure and tourism island and the development of Macao into a world center of tourism and leisure. The initiatives include developing the leisure tourism, vacation travel, MICE tourism, sports tourism, sightseeing tours, etc.; promoting the healthcare industry, such as the sub-industries of recreation, wellness, rehabilitation, and medical services; focusing on the development and use of the tourism resources on surrounding islands; boosting the independent yacht tour in Guangdong, Hong Kong, and Macao; supporting Guangdong and Macao to build a trading center for imported premium consumer goods; building the eco-system for the trade of premium consumer goods; and establishing an international trading center serving China and Portuguese-speaking countries and an international hub port for digital trade so as to facilitate the transformation from traditional trade to digital trade.

 

4. Modern financial sector

With support, a financial service platform between China and Portuguese-speaking countries will be built in the Cooperation Zone. The Cooperation Zone will encourage private capital to set up market-based multi-currency venture capital funds and private equity funds and attract foreign investment to provide more support for high-tech industries, innovations, and start-ups. Macao is facilitated to develop modern financial businesses, such as wealth management, bond market, and financial leasing in the Cooperation Zone while the Cooperation Zone is able to increase the openness of services for Macao and also lowers the threshold of establishing banks and insurance entities by Macao-based financial organizations. Insurance businesses, such as cross-boundary motor vehicle insurance, cross-boundary medical insurance, and letter of credit insurance, are allowed to develop in the Cooperation Zone.
